The Raction Figure is a collectible in Indigo Park. It is a Rambley Toy that is in perfect condition, still in its original packaging. The opening cutscene of Chapter 1: Birds of a Feather shows that Ed owns a copy of of the figure, which is also still in its original package.

The toy is presumably spring-loaded, as the commercial states that he jumps when pushed down.
